Golf Cart Permit

Please download the Golf Cart Registration Application below. On the map, City roads are red and green. Blue roads are private roads. Golf carts may NOT drive along pink roads (State) or Yellow Roads (County) and may only cross pink roads at designated golf cart crossings.

The City passed the Golf Cart Ordinance in December 2021, which took effect March 1, 2022, allowing for the use of golf carts on City streets. Prior to the ordinance, golf carts that were not licensed as low-speed vehicles were not permitted on any public road or sidewalk per State statute, except within a closed, gated community (no public entrance) where the roads are private and not city-owned. Golf carts on public streets were issued moving violation citations by the Sheriff's Office in accordance with State statutes. (NOTE: Carts licensed as low-speed vehicles DO NOT need a permit but must have their cart license plate on the vehicle)

Please be reminded that driving a golf cart on public streets and sidewalks without a permit is a $150 fine per incident. Moving violations are $166 per incident. The City instituted the Golf Cart ordinance in response to citizen complaints about moving violations they received, as Golf Carts were not permitted on public roads. Through the ordinance, residents may now legally drive on City roads provided they have been permitted and meet the standards outlined in the ordinance.

Golf Cart Crossings at Highway 17/92

As of July 6, 2023, the only Golf Cart crossing of pink roads approved by the Florida Department of Transportation, is at the intersection of Dogwood & North Pine Meadow. Click here to watch a Golf Cart Crossing Instructional video at this intersection.

The Florida Department of Transportation (FDOT) must approve all golf cart crossings that traverse Highway 17/92 (Pink Roads). This is an extensive process in which multiple intersections within DeBary are being reviewed for. Below are the APPROVED golf cart crossings:

Dogwood Trail & North Pine Meadow Drive

Because the federal government does not allow golf carts and pedestrians to cross on the same crosswalk, golf carts MUST leave the sidewalk as they approach HWY 17/92 and cross with traffic. Once the cart has crossed, it must return to the sidewalk on the arterial road. Low-Speed Vehicles vs. Golf Carts (what you need to know!)

DEFINITIONS:

Definition	Golf carts are defined in section 320.01(22), Florida Statutes, as “a motor vehicle that is designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour.”	Section 320.01(41), Florida Statutes, defines LSVs as “any four-wheeled vehicle whose top speed is greater than 20 miles per hour, but not greater than 25 miles per hour.”

ROAD SAFETY:

Where can I drive?	Permitted golf carts may be driven on designated roads, or sidewalks as specified in the City’s Golf Cart Ordinance	LSV’s may only drive on roads with a speed limit of 35 mph or less. Passenger Safety	Any child that would normally wear a five-point car seat is required to use on while in an LSV or golf cart. Never use a booster seat with only a lap belt. All LSVs and Golf carts have a specific number or seats and seat belts – you cannot exceed the limit of passengers. Passengers may NOT sit on laps or squeeze in between seats.
Alcohol policy	LSVs and Golf carts are motor vehicles; therefore, you cannot drive or ride with an open container of alcohol. If the driver is caught drinking and driving, they will be arrested for driving under the influence.
Parking	Golf Carts and LSVs can only park in designated parking areas where you would find other motor vehicles. Do NOT park in front of driveways, private property, No parking zones, or in parks.
