City Council

The DeBary City Council is composed of five members, including the mayor. All members are part-time officials, non-partisan, and are elected at large to represent the entire City rather than any particular area. The Mayor is elected at-large to Seat 5 and the Council selects one of the Members as Vice Mayor.  The five council members appoint a City Manager to direct the day-to-day administration of the City.

Regular City Council meetings are held on the 1st Wednesday of each month at 6:30 PM in Council Chambers at DeBary City Hall.

Under Florida law, e-mail addresses are public records.  If you do not want your e-mail address released in response to a public records request, do not send electronic mail to this entity.  Instead, contact this office by phone or in writing.

At the first regularly scheduled meeting following the city's general election, the council, by a majority vote, shall elect from among its membership a Vice Mayor who shall serve as Mayor during the absence or disability of the mayor and, if a vacancy occurs, shall become Interim Mayor.

The council shall meet regularly at least once every month. 

Special meetings may be called by the mayor or City Manager and, whenever practical, upon no less than a 24-hour notice to each member and the public. Action taken at a special meeting shall be limited to the purpose for which the special meeting was called.  

All meetings shall be public and shall be scheduled to commence no earlier than 7 a.m. nor later than 10 p.m. The council shall provide a reasonable period of time at each regularly scheduled meeting for members of the public to address the council upon matters relating to the City or of concern to its citizens.
