City Manager

Duties & Responsibilities

Pursuant to the Charter, the City Manager shall be the chief administrative officer of the City and shall implement and administer all ordinances, resolutions, and policies adopted by the Council, and shall perform such other duties as may be required by the Council or law. The City Manager shall be responsible to the Council and shall have the following powers and duties:

  1. To hire or fill existing positions and, when the City Manager deems it necessary for the good of the City service, suspend or remove City employees, except as otherwise provided by law or this Charter.
  2. To direct and supervise the administration of all employees, departments, and agencies of the City, except as otherwise provided by this Charter or by law.
  3. To attend all Council meetings unless excused by the Council, and shall have the right to take part in discussion but may not vote.
  4. To ensure that all laws, provisions of this Charter, and acts of the Council, subject to enforcement by the City Manager or by officers subject to the City Manager's direction and supervision, are faithfully executed.
  5. To submit to the Council and make available to the public a complete report on the administrative activities of the City as of the end of each fiscal year.
  6. To make such other reports as the Council may require concerning the operation of City departments, offices, and agencies subject to the City Manager's direction and supervision.
  7. To keep the Council fully advised as to the condition and future needs of the City and to make written recommendations to the Council concerning the affairs of the City.
  8. When needed, to perform the duties of City Clerk in addition to the duties of City Manager during any period of time so appointed by the Council.
  9. To perform such other duties as are specified in this Charter or as may from time to time be assigned by the Council.
  10. Directly supervises the Parks and Recreation Department and Growth Management.
  11. Oversees all City sponsored special events and administers, coordinates, and oversees grant applications, awards, and activities with non-profit organizations.
