Neighborhood Improvement
Since incorporation, the City of DeBary has adopted formal ordinances designed to promote the health, safety, welfare, and aesthetic values of our community. It is the responsibility of the Neighborhood Improvement Office to enforce these city codes. Through educating the community, we wish to achieve voluntary compliance. When a violation does exist, door hangers and/or courtesy letters are left to notify the citizens of the violation and allow a reasonable amount of time to correct the violation(s).
ATTENTION: Effective July 1, 2021, you must submit your full name and address in verifiable form before any investigation occurs unless the City reasonably believes that the alleged violation presents an imminent threat to public health, safety, or welfare or imminent destruction of habitat or sensitive resources.
Florida Law prohibits the City from investigating a potential violation of the City Code based upon an anonymous complaint. Florida Law further requires that anyone desiring to report a potential violation of City Code must provide his or her name and address to the City unless the City reasonably believes that the alleged violation presents an imminent threat to public health, safety, or welfare or imminent destruction of habitat or sensitive resources.

Have you seen blight, weeds, illegal parking or other code enforcement violations in your neighborhood? If so submit an online complaint, and it will be automatically routed to the appropriate department for investigation.
Duties & Responsibilities
The department consists of a Neighborhood Improvement Officer, Office Assistant and independent contractor to oversee sign regulations and compliance. Under the supervision of the Planning Administrator, the Neighborhood Improvement Officer is responsible for the interpretation and enforcement of all City Ordinances to promote and protect the health, safety and general welfare of the public.
