DRC has seven trucks working in all areas south of Highbanks, and they expect to finish the entire city by this Wednesday afternoon (Nov. 2)!  If DRC missed your residence or damaged any property, email the City of DeBary Public Works Director Brian Hagan at BHagan@debary.org or call him at 386-601-0208. 10/20/22:

DRC is continuing their hurricane debris pickup until every home in DeBary has been serviced.

This morning on Thursday, Oct. 20:

• DRC has a truck in Summerhaven Sub.

• Another truck finished Rosedown and is moving to River Bluff Sub.

• A third truck is currently working in the Community Drive area.

 

Debris Pickup Info:

First Stage:

DRC's collection of storm-related vegetative debris started in DeBary Monday, October 10th, and will continue throughout the week. Note: these piles of debris (branches, trees, limbs) should be at your curb and should not be in containers or plastic bags. Do not mix construction debris in with trees, limbs, and branches; put construction debris in a separate pile.  We thank you for your patience during this process.

Second Stage: Construction debris will be picked up by DRC.

Third Stage: Waste Pro has suspended all vegetation pickup for the weeks of October 3rd and October 10th. Any bagged or container material, such as leaves and sticks, will be picked up by Waste Pro the week of October 17th during normal pick-up times.

FEMA assistance:

FEMA's Disaster Recovery Center (DRC) is now open to assist Volusia County residents impacted by Hurricane Ian. The DRC will be at the Florida Department of Health - Volusia, 1845 Holsonback Drive, Daytona Beach, and will be open from 9 a.m. to 6 p.m. seven days a week.

In addition to FEMA representatives, local governments and social service agencies will be on-site to assist residents and businesses impacted by Hurricane Ian.

The services and information available at the DRC will include, but are not limited to the following:

  • Assessment and guidance to available resources in the community
  • Applying for FEMA assistance
  • Housing and utility information
  • FEMA application status updates
  • Appealing a denied FEMA application
  • Resources and advice from the Small Business Administration

At this time, appointments are not required to enter the DRC. Residents will be assisted on a first-come, first-served basis and are encouraged to arrive as early as possible.  Votran will provide free trips to the DRC. Residents can coordinate the trip through the Florida Department of Health-Volusia or by calling the Votran Coordinator Liz Suchsland at 386-761-7700.

 

More than 15,000 Volusia County residents have already applied for FEMA assistance. To apply for assistance and get answers to your questions, call FEMA at 800-621-3362. Video relay service and 711 are available at 800-621-3362. Online registration is available at www.DisasterAssistance.gov. Applications are available in English and Spanish.

When you call, have the following information available:

  • Your address with ZIP code
  • Condition of your damaged home
  • Insurance information, if available
  • Social Security number
  • Phone number where you can be contacted
  • Address where you can get mail or email address to receive electronic notifications

Direct deposit: Disaster assistance funds can be sent directly to your bank account. Please provide your bank account type, account number, and bank routing number.

Stay in touch with FEMA: When you apply, you will receive a FEMA registration number. Save it. You will need the number whenever you contact FEMA.

National Flood Insurance Program (NFIP):

FEMA’s National Flood Insurance Program policyholders are beginning to receive funds to help jumpstart their recovery. To date, FEMA has provided $3.5 million in advance payments to policyholders who have started the claim process. FEMA has also taken steps to ease burdens on its policyholders as they begin to clean up and repair, including allowing some who need to renew policies to take advantage of flood insurance benefits.

There are NFIP policies in Florida where the renewal date has passed, but policyholders may be able to take steps that will reinstate their policy and receive coverage for flood damage from Hurricane Ian. Policyholders based in Florida who had flood damage from the hurricane now have a 90-day grace period to renew their policies.

Policyholders affected by Hurricane Ian can receive between $5,000 and $20,000 with documentation before an adjuster's inspection. Policyholders are encouraged to talk with their insurer about how to receive an advance payment to help jumpstart their recovery,

Anyone affected by Hurricane Ian who has an NFIP flood insurance policy and has suffered flood damage should begin filing their claim now. Those who don’t know their insurance agent or company may call 877-336-2627.

Disaster Survivor Assistance (DSA):

Staff from FEMA’s Disaster Survivor Assistance (DSA) program are now in Volusia County and can offer help in applying for FEMA assistance or answer questions about the process. Residents may receive support from DSA staff at their residence, work, shelter, hotel, or other places the household is residing. While not permitted to enter a home, staff may assist outside on the porch, sidewalk, driveway, or yard.

DSA staff can review a resident’s materials on-site, provide information regarding their application status, assist with collecting documentation for the case file, and submit an application on the resident’s behalf. Additionally, DSA staff will provide referrals to other disaster relief programs for which they may qualify.

A person applying for FEMA assistance must provide personal information, such as name, date of birth, and a social security number. Residents are encouraged to verify DSA staff credentials before speaking to and providing such information. DSA staff are required to possess identification at all times and will present such identification upon introduction. FEMA does not charge fees for services.

Persons may apply for FEMA assistance by visiting disasterassistance.gov, through the FEMA app, or by calling 800-621-3362. Information about disaster relief programs is continuously updated at volusia.org/pin.

 

Disaster-SNAP:

The Disaster Supplemental Nutrition Assistance Program (D-SNAP) provides food assistance for residents impacted by Hurricane Ian. This program is for residents not already receiving assistance through the regular Supplemental Nutrition Assistance Program. Applicants must have been living or working in Volusia County during Hurricane Ian and suffered a disaster-related loss such as damage to their home or self-employment property, loss of food, reduction or loss of income, or other disaster-related expenses. An applicant must meet income eligibility.

Volusia County residents may pre-register for D-SNAP starting Monday, October 24, through Sunday, October 30. The Department of Children and Families (DCF) will also hold in-person D-SNAP events for residents unable to pre-register online.

Debris Collection:

As you begin to tidy up your lawn after Ian, please pull your hurricane-related debris to the front of your home and place it on the right of way. The City has made arrangements for the collection of this debris. You can expect this pickup to take place within the next 10-14 days.

PLEASE DO NOT use this collection as an opportunity for haulers to pick up debris from tree trimmings or landscaping. This first pickup should be used exclusively for those branches and storm debris that has been collected on your lawns and surrounding your home.

Residents should place un-bagged, storm-generated debris on the public right-of-way. Do NOT put debris in the roadway. ONLY LOOSE VEGETATIVE DEBRIS WILL BE COLLECTED. Do not place debris near a water meter vault, fire hydrant, mailbox, or any other above-ground utility.

Keep in mind that DEBRIS WILL NOT BE COLLECTED IF IT IS BAGGED OR NOT PLACED IN THE RIGHT-OF-WAY.

REGULAR WEEKLY PICK-UPS:

WastePro has canceled their regularly scheduled Friday (9/30) trash pick-ups. They will resume yard waste and trash pick-ups beginning next week.

• Garbage pickup service includes the blue 95-gallon cart and two additional 32-gallon-size containers and recycling.

• Yard trash pickup service is limited to 4 cubic yards per week. Limbs may not exceed 4 feet in length or one foot in diameter. Cans & limbs must weigh less than 60 lbs.

• Whole trees cut or blown down are NOT included in yard trash service.

• Bulky waste is limited to four pieces of furniture, appliance, carpet, and tires.

• Carpet must be cut, rolled, and tied (or taped) in bundles no greater than 4' x 8' and no more than 60 pounds in weight.

• Construction and demolition debris (aluminum siding, tile, screening, drywall, etc.) is not included with normal residential waste collection services. Homeowners are responsible for disposal.

Curfew:

The curfew for all Volusia County residents has been extended for the protection of life and property and is in effect from 10 a.m. Thursday, Sept. 29 until 7 a.m. Friday, Sept. 30.

Power Line Safety and Road Closure Updates:

If you see a downed line, assume that it’s electrified, and don’t touch it or go near it. Do not attempt to move or pick up limbs or trees that could be in contact with a downed power line.

Please stay inside, and especially avoid the following areas that we are currently working to resolve:

• Colomba Road blocked at 135 Colomba: Tree blocking the road with power line safety hazard

• Intersection at Floridana & Plumosa Road: Tree down with power line safety hazard

• Ft. Florida Road West of Rivington: Tree down with power line safety hazard blocking Rivington subdivision

• Ft. Florida Road from Barwick to Hwy 17/92: closed due to flooding

River Drive: Closed due to flooding

If residents notice any flooding, down power lines, or trees blocking the road, they can report it through the app, (download the app here) or call the Citizen’s Information Center at 866-345-0345. 

Flooding:
  • Volusia County is currently experiencing widespread and historic flooding due to impacts from Ian.
  • High winds are forecasted to continue throughout the day and rains are expected to continue into the weekend.
  • Emergency officials are urging residents to only call 911 if it is a life-threatening or emergency medical situation. 
  • This isn’t the time to be out on the roads. Residents should shelter in place and stay off the roads until conditions are deemed safe to go out.

Volusia County is currently under a flood watch and hurricane warning:

Rainfall of 12 to 18 inches is likely today into Thursday. Expect widespread flooding and up to 24 inches of rain in pockets. The city is continuously monitoring the pump stations and retention ponds to reduce the risk of flooding during the event. Hurricane conditions (sustained winds of 74 mph or higher with frequent gusts) are expected in Volusia County.

According to the National Weather Service, a flood watch means that current and developing weather conditions are such that there is a threat of flooding, but the occurrence is neither certain nor imminent.

Waste Pro Update:

Services are scheduled to occur as normal today, Wednesday, September 28. All services will be suspended tomorrow, Thursday, September 29, and Friday, September 30.

Friday pickups will be rescheduled to the next regularly scheduled day. 

Commercial collections will be made up on Saturday and Monday.

Important Volusia County Updates:

Shelters

Volusia County has issued a voluntary evacuation order. People living in RVs, mobile homes, or low-laying areas may wish to find accommodations with friends and family. People in these risk areas may use public shelters as last resort sites. For Volusia County shelter information, click here.

Curfews

 The Volusia County curfew will be in effect from:

  • 8 pm Wednesday, Sept. 28, through 7 am Thursday, Sept. 29
  • 8 pm Thursday, Sept. 29, through 7 am Friday, Sept. 30

The curfew does not apply to:

  • Regular members of law enforcement bodies
  • Regular employees of businesses, industries, or government entities while traveling from their jobs
  • All emergency workers

Any person who knowingly violates this ordinance shall, upon conviction, be subject to a fine of up to $500 and/or imprisonment in the county jail for up to 60 days.

Closures

  • Volusia County parks will be closed Wednesday and Thursday.
  • Volusia County Clerk of the Court offices will be closed Wednesday through Friday.

Sandbags

Sandbag information is constantly changing, and county staff is updating the list of sites frequently at www.volusia.org/sandbags.

 

Volusia County Schools Closure:

All Volusia district public schools and district offices will be closed for two days (September 28th and 29th) due to Hurricane Ian. All school activities, events, and programs scheduled for these two days are canceled. At this time, no decision has been made regarding school on Friday (September 30th). Any Volusia School District employee expected to report to work on Wednesday or Thursday will be contacted by their supervisor. Updates will be made available on our website as soon as possible. Please stay informed and stay safe.

DeBary CITY HALL:

DeBary City Hall will be closed tomorrow, Wednesday (9/28), through Friday (9/30) due to Hurricane Ian. We plan to reopen on Monday, October 3, 2022, at 8:30 am (Building Dept. opens at 8:00 am). 

If this changes, DeBary residents are highly encouraged to follow the City of DeBary on Facebook and NextDoor. The city uses these outlets to update residents on the latest news.

The City of DeBary is actively monitoring the path of Hurricane Ian. We are currently expecting 7-10" of rain. Our Public Works Department has been setting up & running temporary pumps and main pumping stations. This will help draw down lakes and create storage capacity to help minimize flooding. All DeBary residents should be in hurricane preparation mode; please confirm that you are prepared and restock your emergency supply kit as needed.
