The City of DeBary is the gateway to southwestern Volusia County, with direct access to I-4 and U.S. Highway 17/92. DeBary serves as a corridor between the cities of Orlando, Sanford and Daytona Beach.

DeBary’s Economic Development Advisory Committee has completed an analysis of the City’s economic development assets and has created a marketing strategy to attract new industrial employers.

To further stimulate the local business climate, the City Council has established an Opportunity Fund to entice new industrial jobs and to help existing employers with their expansion programs. The Mayor and City Council actively encourage new industry to locate in DeBary.

DeBary enjoys the lowest ad valorem tax rate (2.57279) in the County of Volusia. The City contracts for public works, police, fire, growth management, animal control, and other services, which keeps costs low while providing a high level of service. The City government has amassed impressive financial reserves in its ten-year history.

Opportunity Fund

 
The City has created an Economic Opportunity Fund for the purpose of bringing new value-added jobs into the City. Value-added jobs are certain manufacturing and industrial jobs that pay at least 115% of the most recently available “Average Annual Salary for Volusia County” as determined by the Office of the Governor. Formal agreements are submitted to the DeBary Economic Development Advisory Committee for a recommendation to the City Council for approval. The City Manager monitors the project at least annually and will require such documentation as may be necessary to confirm compliance with the targeted hiring goals and determine the economic impact of the project.
