Staff is requesting City Council to waive the bidding procedures and approve funding for design and construction of a public bus shelter at WalMart in the estimated mount of $20,500.00.
This request is needed at this time to construct the bus stop provided for in the development order for WalMart.
Development of the Shoppes at Pine Meadow (WalMart Plaza) included provisions for a VOTRAN bus stop and bus shelter on Highway 17/92 near the intersection of N Pine Meadow Drive. The developer WRS, Inc. provided funding in the amount of twelve thousand ($12,000.00) to the City of DeBary for its portion of the cost to design and construct the bus shelter.
The City has visited and observed various bus shelters that are constructed on State Roads in neighboring communities to make an informed selection of the shelter type and various elements required for the proposed bus shelter.
Ultimately, the selection of the proposed bus shelter was made on the basis of prior experience with various shelter types as well as for uniformity with other shelters within the State Highway 17/92 corridor. The Florida Department of Transportation (FDOT) requires the submission of engineered drawings and specifications for approval and permitting of a bus shelter to be constructed within the right of way of a state highway. The FDOT permit requires the bus shelter to comply with all state and federal regulations, including the Americans with Disabilities Act, (ADA).
Spencer Fabrications of Tavares, Florida is a manufacturer of bus shelters for several local agencies including the LYNX Transportation agency of Orange and Seminole County. Spencer Fabrications has provided an itemized cost proposal for the design, manufacturing and installation of the bus shelter, ($12,760.00). Traffic Engineering Data Solutions, Inc. (TEDS) has provided a cost proposal for the development of a site drawing that must be submitted with the permit application of the bus shelter through the Florida Department of Transportation, ($4,500.00). Also, a construction cost estimate has been developed to identify the cost of constructing the reinforced concrete foundation and sidewalk concrete as required by FDOT. The City’s Public Works staff will construct
the reinforced concrete foundations for the shelter and the concrete sidewalk slab. The estimated cost for formwork lumber, reinforcing steel, accessories, ready mix concrete, and concrete tool rentals is ($3,240.00).
With only one bus shelter required by DeBary at this time, the normal procurement process of public bidding will be inefficient and cost prohibitive, adding as much as an additional $7,000.00 to $8,000.00 to the cost. As such, City Council is requested to consider a waiver of the normal bidding process for this one bus shelter.
The total cost of the project is estimated to be $20,500.00 as follows:
1. The developer of the Shoppes at Pine Meadow (WalMart Plaza), WRS, Inc. provided funding in the amount of twelve thousand ($12,000.00) to the City of DeBary for its portion of the cost to design and construct the bus shelter.
2. The City of DeBary funding ($8,500.00) is available in the Road Maintenance and Construction Budget.
1. Design of the shelter and accessories would begin immediately.
2. FDOT permit by December, 31, 2017.
3. Construction of the shelter complete by March 1, 2018.
Staff recommends that City Council waive the requirement for public bidding and approve the acquisition of one bus shelter from Spencer Fabrications of Tavares, Florida, and establishment of a not to exceed budget of twenty thousand five hundred dollars ($20,500.00) for the design and construction of the proposed bus shelter.
