Two (2) applications from DeBary businesses have been submitted, to satisfaction, requesting grant assistance to bring the sign into compliance with city code. Staff is now bringing the application forward to City Council for review and funding. Per the grant procedures and guidelines funding is to be awarded on a first come, first qualified, first serve basis until funds for the fiscal year are depleted.
The City’s Land Development Code was amended in 2012 to require all non-conforming signs be brought into compliance by September 30th, 2017. On March 6, 2013 City Council adopted Ordinance No. 01-13 amending the Beautification Matching Grant Program by creating a supplemental grant program to provide incentives for business owners to replace non-conforming signs. City Council implemented the matching grant program to encourage the replacement of non-conforming with a sliding scale of assistance. The match assistance provided by the City for the 2016/2017 grant cycle is 55% of the project cost up to a maximum of $5,000.
In 2010, the City implemented its Business Tax Receipt Program; 80% of the revenues collected from Business Tax Receipts are being deposited into the Business Opportunity Fund. The sign grant program is being funded by Business Tax Receipt funds. There is available funding in the budget to fund the application if the City Council decides to do so.
Sign Grant Applications
Thomas M. Henry, Owner—5, 9, & 11 S. Charles Richard Beall Blvd. The applicant is requesting the maximum $5,000, which amounts to a 55% city grant funding assistance for the replacement of their non-conforming monument sign to an 8’ tall monument sign, landscaping, and a 36 square foot copy area. The overall sign replacement cost is $20,727.05.
Affordable Autos, Inc—85 S. Charles Richard Beall Blvd. The applicant is requesting the maximum $5,000 which amounts to a 55% city grant funding assistance for the replacement of their non-conforming pole sign to an 7’ tall monument sign, landscaping, and a 24 square foot copy area. The overall sign replacement cost is $14,663.85.

Code Compliance and Permitting
All proposed signs if approved for funding will be required to submit for building permits and demonstrate compliance with the City’s Land Development Code requirements.
