To approve the second reading of Ordinance #12-17 extending the grace period for non-conforming signs within the City's Gateway Corridor which are required to come into compliance with the City Sign Code. The grace period would be extended from September 30, 2017 to September 30, 2018. The proposed Ordinance would also continue the City's Sign Beautification Grant program with a maximum City match of 35% or up to $1,500.00.


The goal of the proposed Ordinance is to allow businesses within the City's Gateway Corridors to bring their non-conforming signs into compliance with City Sign Code Ordinances, as well as to continue a reduced grant match incentives program to assist local businesses with bringing signs in to compliance.

In 2010, the City implemented its Business Tax Receipt Program. 80% of the revenues collected from business tax receipts are being deposited into the City’s Business Opportunity Fund. The City decided that business tax receipt revenues deposited into the Business Opportunity Fund may be used for matching grants to business owners to replace non-conforming signs with conforming monument and/or wall signs and a sign beautification grant began in 2013. This grant program implemented a sliding scale to encourage the transition from non-conforming signs to those in compliance with City code. Funding each year is to be awarded on a first come, first qualified, first serve basis until Business Opportunity funds are depleted.
To date, a total of 24 grant applications have been approved. 17 locations remain out of compliance with the code that have not applied for, or been approved for, building permits or matching grants.
Allowing for another year for non-conforming signs to come into compliance with City code, along with continued grant assistance program, will increase the likelihood of voluntary compliance.
