Purpose: To adopt the City's recently completed TOD Master Development Plan as part of the TOD Regulating Plan by Ordinance 06-17.

Goals/Objective:
To goal is to ensure that future economic development and sustainable growth around the City's SunRail station meets the community vision for this area. The objective of this item is to progress from the previous planning efforts of the TOD to development implementation.

Considerations:


The City Council recently reviewed the latest draft TOD Master Development Plan on May 17, 2017 and provided feedback to Staff and the City's consultant, ACi. After making revisions to the draft plan addressing the Council member's comments, the final draft is now ready for adoption.

The TOD Master Development Plan is proposed to be adopted into the City's TOD Regulating Plan, Section 5-130(h), of the Land Development Code. This plan, as adopted, shall provide for a cohesive, consistent, compatible and predictable development pattern around the City's SunRail station. This is critical, as it provides a reduced risk for future economic investment into the area.

The adopted plan proposes a development program that is consistent with the City’s Comprehensive Plan and Land Development Code, but also reflects a market feasibility study done for the area. Therefore, the adopted plan is compatible with the City’s vision previously established for this area. The Master Development Plan illustrates a conservative five-year development horizon which includes 650 to 880 residential units and another 8,000 to 16,000 square feet of non-residential uses such as office, retail, restaurant, and general commercial. At build-out, a total of 2,000 residential units and up to 400,000 square feet of non-residential space may be constructed over the next 20-25 year planning horizon. The plan also calls for an interconnected network of bicycle and pedestrian trails along with public gathering spaces, parks, and greenways throughout.

By adopting this plan, the City can now move forward with development implementation that is consistent with the community's vision for the area.
