Pursuant to the City Council directive from the May 3, 2017 regular meeting, contract documents have been developed by staff to substantiate a request for pricing of improvements to the asphalt pavement of Ft. Florida Road. Change Order No. 1 is reflective of Ft. Florida Road Pavement Improvement Option #2, as approved by City Council on May 3, 2017.
The Propound Discussion
The City of DeBary (CITY) on May 4, 2016 awarded the Construction Contract for Bid No. 01-16, the 2016 Street Resurfacing Project to Ranger Construction Industries, Inc., (RANGER). As requested, RANGER has submitted a cost proposal for Change Order No. 1 according to the Bid No. 01-16, Construction Contract.
The May 3, 2017 City Council directive indicated that “time is of the essence” for completing the Ft. Florida Road pavement improvements. In order to expedite completion of the Work, the CITY directive formally waived the statutory administrative bidding procedures. Accordingly, the Change Order No. 1 documents that were proffered to RANGER included a requirement that the Work be complete before July 31, 2017. Written confirmation has been received from RANGER that, if approved, the Work of Change Order No. 1 will be complete before July 31, 2017.
As presented to the CITY on May 3, 2017, Option #2 was estimated at a cost of $183,000.00. The Scope of Work as detailed in Change Order No. 1 is somewhat more extensive than was originally contemplated. For pavement areas that have had numerous patches and pothole repairs, Pay Item No. 334-1, Asphalt Leveling Course was included in the scope of Change Order No. 1. The leveling course is a separate paving operation that will fill in low areas and uneven sections prior to the placement of overlay pavement. Use of the leveling course will produce a smoother and more even wearing surface than the overlay alone. RANGER’s proposed total bid price is $225,026.44. RANGER’s bid pricing has been evaluated by staff and found to be reasonable in consideration of the project time
restrictions, the additional leveling course and maintenance of traffic requirements.
Motion to approve Change Order No. 1 of Bid No. 01-16, to Ranger Construction Industries, Inc. in the amount of $225,026.44 with a contingency budget equal to 5% if the bid amount, $11,252.32, for a total budget of $236,277.76.
