Subject: Funding for upgrade to future traffic Signal

Request: Approve funding to upgrade a future traffic signal at the intersection of Ft. Florida Road and US 17-92.
Consideration: The intersection at US 17-92 and Ft. Florida Road is currently un-signalized. This is the location of the SunRail Station as well as the center of the TOD. FDOT has recently completed a traffic signal study and determined that a signal at this intersection is warranted. FDOT proposes to install concrete strain poles at each corner of the intersection that would suspend the traffic signals (See attached letter). However, the City has the option to upgrade these concrete strain poles to painted steel mast arms. The mast arms would cost the City approximately $75,000 to $100,000. This would potentially be constructed during the City's FY 17-18.
FDOT is asking for a general commitment from the City today so that it may begin to program the design and construction. Additionally, the City is working with FDOT to construct the Spring-to-Spring Connector trail from the SunRail Station to the Spring-to-Spring Trail. Design of the mast arm poles need to consider the alignment of the future bicycle/pedestrian trail.
The proposed upgrade utilizes the more modern mast arm system. The standard concrete pole is not consistent with the aesthetic benefits offered by the upgrade and what the City is attempting to achieve on US 17-92 within the TOD area.
Finally, most cities do not utilize the concrete strain poles and are replacing them with the proposed mast are due to aesthetic qualities which offers increased development opportunities in these areas.
Funding: May be drawn from the City's Reserves, or from the Fuel Tax Revenue, or a combination of the two.
Recommended Motion: Approve the City's commitment to fund the upgraded cost of the signalization of the Ft. Florida/US 17-92 intersection, from concrete strain poles to painted steel mast arms.
