Two (2) sign beautification grant applications from DeBary businesses were submitted requesting assistance to bring their signs into compliance with city code. Staff is now bringing the two (2) applications forward to City Council for review and funding. Per the grant procedures and guidelines funding is to be awarded on a first come, first qualified, first serve basis until funds for the fiscal year are depleted.
The City’s Land Development Code was amended in 2012 to require all non-conforming signs be brought into compliance by September 30th, 2017. On March 6, 2013 City Council adopted Ordinance No. 01-13 amending the Beautification Matching Grant Program by creating a supplemental grant program to incentivize business owners to replace non-conforming signs. City Council implemented the matching grant program to encourage the replacement of non-conforming signs with a sliding scale of assistance. The match assistance provided by the City for the 2016/2017 grant cycle is 55% of the project cost and up to a maximum of $5,000.
In 2010, the City implemented its Business Tax Receipt Program; 80% of the revenues collected from Business Tax Receipts are being deposited into the Business Opportunity Fund. The sign grant program is being funded by Business Tax Receipt funds. There is available funding in the budget to fund both applications if the City Council decides to do so.
Sign Grant Applications:
1.) Norman Robart and Alice Tstees (Plantation Plaza)-Multi-tenant sign for 155 S. Charles Richard Beall Blvd. The applicant is requesting $5,000 of grant funding to assist with the replacement of their non-conforming pylon sign to an 8’ tall monument sign with a 47 square foot copy area.
2.) AA Animal Hospital- Multi Tenant Sign for 2899 Enterprise Road. The applicant is requesting $3,416.25 of grant funding to assist with the replacement of their non-conforming pylon sign to an 8’ tall monument sign with a 42 square foot copy area.

Code Compliance and Permitting:
All proposed signs if approved for funding will be required to submit for building permits and demonstrate compliance with the City’s Land Development Code requirements, Ch. 5, Article II and Sec-127 Gateway Corridore Sign Regulations.
Findings of Fact:
Both applications meet the stipulations of Sign Beautification Grant Ordinance 06-07, Proceedures and Guidelines.
Approve the two (2) applications for funding subject to building permitting and compliance with City codes.
