The first reading of the proposed ordinance would amended the land development code to clarify exempt banner signs placed by local government entities from the sign permitting process. Additionally, this would allow temporary promotional and special event signs to remain in place from 15 to 30 days.  

Background Discussion
The City of DeBary Parks and Recreation Department organizes programs and special events throughout the year such as kickball, Babe Ruth baseball/softball and the 4th of July Fireworks display. Programs and special events are advertised on City owned property or with permission by other property owners, and are typically done with banner signs. The City Land Development Code, Sec 5-33(3) allows for Public Signs to be exempt from the permitting process but does not expressly grant this exemption to special events. Although this may be implied, language to specify that special event signs are exempt from the temporary or special event sign permitting requirements is proposed. This exemption is requested due to the higher volume of programs and special events as well as temporary signs that the City erects for publicly beneficial held events.
