The City of DeBary has been experiencing growth pressures on its west side along the Ft. Florida Road corridor. To date, three Planned Unit Developments (PUD) have been entitled in this area. The approved developments are: Riviera Bella, 715 single family dwelling units; Riverbend, 250 single family dwelling units; and Ft. Florida Commons, 700 single family units and up to 10,000 sq. ft. of neighborhood commercial. In addition to these three approved developments, there is a potential for the development of additional properties in this area. However, if the City is going to continue to develop in this area, there needs to be assurance of adequate infrastructure to accommodate current and future growth. Therefore, Staff is proposing to conduct a comprehensive traffic study in this area. This scope will
analyze existing traffic conditions as well as future traffic based on existing development entitlement and projected growth patterns for Ft. Florida Road, W. Highbanks Road and Barwick Road and the associated intersections. Once this analysis is complete, the resulting data will assist the City moving forward in making informed growth management decisions. This could include development review decisions, procedures, land development code and comprehensive plan changes.
The recommended firm to conduct the study is Traffic Engineering Data Solutions, Inc. (TEDS) which will be a sub-consultant of Pegasus Engineering, the City’s continuing services engineering consultant.
Grant the City Manger the authority to execute the attached contract for the proposed traffic study.
