1.. DeBary Transit Oriented Development Master Plan Presentation by Littlejohn
2. Discussion of Stormwater Assessment
Staff has met with David Hamstra to discuss the rate structure as it is applied to commercial/industrial parcels that retain 100% of stormwater. Various options were discussed. Recently Orange City adopted a rate structure that provides credits to parcels that retain 100% of stormwater and whose stormwater systems are adequately maintained. Staff will annalize the number of parcels in question and the dollar amount of the assessments involved. David will be at the Workshop to discuss the issue with Council.
3. Public Works/Stormwater Update
The stormwater crew has been systematically inspecting stormwater infrastructure in all four quadrants of the City. Alan will discuss the results to date of the inspection.
Alan will also discuss the results of the sidewalk inspection program and recommended repairs. The Public Works crew inspects a quadrant on a rotating basis of the city each year. The Northwest Quadrant was inspected this year.
4. TOD Director Update
Roger will update the Council on TOD activities.
5. Growth Management Director Update
Matt will update the Council on department activities and the need for an administrative Comprehensive Plan Amendment
6. Review Design and Cost Estimate of North Pine Meadow Roundabout
During the Final Site Plan Review for Shoppes at Pine Meadow a potential Roundabout for North Pine Meadow at US 17/92 was discussed. While the Council made no commitment it expressed a willingness to consider the concept.
7. Discuss Concept of Community Center
The Community Center Idea was discussed at the last Council Meeting. Staff has discussed various concepts and locations
Initial ideas include:
Multipurpose field could double as stormwater detention
Gym building is located in a manner that movies and City events could be shown on the building facade.
Berm & statue could double as civic gathering space for art shows and markets and also the framework for future memorials.
Multipurpose field and adjacent parking could be used for “Food Truck Night” type events.
Centralized public gathering space between City Hall & rec. building.
CPH will provide a concept drawing and is available will be presented at the Workshop.
