City of DeBary
Subject: FP&L Variance

The applicant, FP&L is requesting a variance from Sec 5-62(d) of the Land Development Code to build a 12 foot high masonry security fence in lieu of the permitted 8 feet.
Due to the nature of the existing use of the property as a power plant, the applicant is requesting a more secure structure than the existing chain-linked fence provides. The proposed wall would not likely have any negative aesthetic impacts to adjacent uses as there are no other uses within close proximity to subject site. The proposed structure would be an aesthetic improvement over the existing chain-linked fence with barbed wire. The new structure would also have barbed-wire but would mostly be hidden on the inside of the wall. Additionally, the elevations submitted with the application indicate that the wall will be stucco with neutral earth tone paints and set back from Barwick Rd. The Planning Department supports the proposed request.
- Sec 5-62(b) requires all barbed wire fences to be setback from the right-of-way line a minimum of 3 feet. The proposed wall exceeds this requirement by approximately 30 to 50 feet.
Land Development Code
The application for Variance satisfies the requirements of the Land Development Code, Sec 30-270-Variances.
