An application was accepted at City Hall for the 2015 sign grant cycle. One application from a DeBary business was submitted requesting grant assistance to bring their sign into compliance with city code. Staff is now bringing the application forward to City Council for review and funding. Per the grant procedures and guidelines funding is to be awarded on a first come, first qualified, first serve basis until funds for the fiscal year are depleted.
The City’s Land Development Code was amended in 2012 to require all non-conforming signs be brought into compliance by 2017. On March 6, 2013 City Council adopted Ordinance No. 01-13 amending the Beautification Matching Grant Program by creating a supplemental sign grant program to incentivize business owners to replace non-conforming signs. City Council implemented the matching grant program to encourage the replacement of non-conforming signs with a sliding scale of assistance. The match assistance provided by the City for the 2014-2015 grant cycle is 75% of the project cost up to a maximum of $4,000.
In 2010, the City implemented its Business Tax Receipt Program; 80% of the revenues collected from Business Tax Receipts are being deposited into the Business Opportunity Fund. The sign grant program is being funded by the Business Tax Receipt funds. Currently, $20,000 is budgeted from the Business Opportunity Fund for the sign grant program for the 2015 grant cycle. There is available funding in the budget to fund the current applicant.
