This is a request by the Mayor for the City Council to direct staff to initiate the process to amend the comprehensive plan, land development code, and the TOD zoning regulations to allow for a horse track and card room.
In 2008, the DeBary city council voted 3/2 to deny a proposal brought forward which included a card room, horse track, hotel, and other development. Subsequently, the council and staff enacted a policy prohibiting projects of that nature in the comprehensive plan and land development code.
In May 2015, a presentation was made to council amending the original proposal to include a town center, 4 out parcels, card room, and quarter horse track, with a request that council remove the prohibition so a formal proposal could be brought forth. No action was taken. Click Here For Video
In late July, Orange City Officials reported that they were in talks with the Daytona Beach Kennel Club proposing to bring a stand alone card room to the K-mart plaza located at 810 Saxon Blvd, 50’ outside DeBary City Limits.
A card club of this nature at this location would close the door to the opportunity presented to DeBary by eliminating the potential to secure investors. Any potential negatives will be just outside city limits and would offer no revenue or benefit to DeBary.
Direct staff to initiate the process to amend the Comprehensive Plan, the City of DeBary Land Development Code, and the TOD Zoning Regulations to allow for a Horse Track and Card room in the TOD Development Area.
