The City Council has requested staff research and schedule for discussion the process and requirements needed to implement a Rental Property Inspection Program.
There are at least eight Rental Property Inspection Ordinances in Florida in the following locations; Broward County, Clearwater, Daytona Beach, Deltona, Gainesville, St. Petersburg and Tampa. Attached for your information is a synopsis of those ordinances that was completed for the City of Jacksonville.
Results from the 2009-2013 American Community Survey 5 Year Estimates published by the US Census Bureau estimates that DeBary has a total of 8,886 housing units with 7,760 occupied and 1,126 vacant. Of the occupied units the survey estimates that 1,059 are rentals. Since the City does not have a rental registration ordinance it is unknown with any specificity the exact number of rental units.
Staff would like to discuss this issue and receive direction from the Council.
