The City of DeBary must provide to the Volusia County Property Appraiser’s Office the dollar amount unit of measure (per parcel) and the parcels subject to the assessment for the Stormwater Utility Services.
The assessment rolls for the Stormwater Utility Service are available for review at City Hall Finance Department and are not included due to the bulk of the rolls.
The Stormwater Assessment was created as a Special Revenue fund to provide funding for construction, operation and maintenance of stormwater infrastructure within the City of DeBary. The original assessment of $84 was established in 2005 and has not been raised since. Since 2005 the City has completed construction of $25.48 million of stormwater infrastructure and will accomplish construction of an additional $1.3 million in stormwater infrastructure this year. In addition to the recently constructed infrastructure the City is responsible for maintaining over 3,300 drainage structures, 100 miles of storm sewer pipes and culverts and 150 stormwater ponds.
A Stormwater Needs Analysis was recently completed by Pegasus Engineering and the results presented to the Council. The study results showed that to adequately maintain the city's stormwater infrastructure, service the existing debt and provide capital funds the annual budget required is $1,760,500. To generate the required revenue the Stormwater Assessment's would be set at:
Approve Resolution 15-07 and adopt the Stormwater Assessment Roll for Non-Ad Valorem Assessment for FY 2015-2016.
