Annual Financial Audit Presentation

Alex Kish will present the results of the financial audit for the fiscal year ending September 30, 2014. The audits have been previously distributed to the Council.

Storm Water Assessment Fee Study Results

David Hanstra will present the results of the study that examined the sufficiency of the existing storm water assessment for the long term maintenance and care of the existing storm water infrastructure as well as future storm water projects.

Preliminary Budget Discussion

Attached for your review is the FY 2015/2016 Budget Calendar developed by the Finance Director.Staff will review issues impacting next years budget and seek to obtain direction from the Council.

Discussion of Visioning

The City of DeBary conducted two community/strategic planning meetings during August and September of 2014. The results of the two community meetings were prioritized by the City Council on September 13, 2014. During the meeting the Council identified strategic issues and selected the priorities for implementation. Attached is Strategic Planning Report which provide the conclusions reached by the Council.

TOD Incentives

The TOD Marketing Director has been hired. Roger Van Aucker will start on April 27th. The changes to the current TOD regulations recommended by the ECFRPC are under final consideration by the City Council. It is anticipated the final regulations could be adopted at the June Council Meeting. With this in mind staff would propose initiating the process to select a firm or firms to prepare the Master Plan and a Market Analysis for the TOD Area. Intitiating the process now will allow the Council to make a selection no later than the June Council Meeting. Councilwoman Handy-Peters has provided information on Real Estate Research Consultants that have completed market analysis for Alatamonte Springs, Longwood, Maitland and Mt. Dora.

I would recommend the Council consider allocating some of the excess reserves to the Economic Opportunity Fund. The Economic Opportunity Fund is used to provide incentives to entice business to locate in the community. In addition it would be advisable to review and consider modifications to  the current Economic Opportunity Fund Ordinance to recognize the TOD Area will be a mixed use development and incentives to the right development could generate significant growth opportunities for the area. If the Council concurs staff is preparing a budget amendment for your consideration for the May Council Meeting and will include this transfer.
