On September 27, 2014 and September 28, 2014 the City of DeBary advertised for bids, Bid No. 05-14, the 2014 Street Resurfacing Project.
The 2014 DeBary Street Resurfacing Project is proposed for the restoration and resurfacing of asphalt pavement for the maintainence of DeBary roadways. Resurfacing is proposed for sections of West Highbanks Road, Alicante Road, Naranja Road, S Pine Meadow Drive, Alexandra Woods Boulevard, Wisteria Road, Jasmine Drive, Toms Road, Wentwood Drive, Bonita Road, Eldorado Drive, and Knightsbridge Place.
On October 8, 2014 at 10:00 AM the City of DeBary conducted a mandatory Pre-Bid Conference for all contractors interested in bidding the project. Nine (9) potential bidders were represented at the meeting. Five (5) sealed bids were received at City Hall on October 24, 2014 at 10:00 AM. The results of the bid are:

Preferred Materials, Inc. of Kissimmee, Florida, and is a wholly owned subsidiary of Oldcastle Materials, Inc. of Atlanta, Georgia. Preferred Materials, Inc.is a relatively new company that is comprised of well known and established road construction personnel supported by an industry leader, Oldcastle Materials, Inc. Preferred Materials, Inc. is certified by the Florida Department of Transportation for the production and placement of asphalt pavement. Preferred Materials, Inc. provided favorable references for similar work from representatives of Orange County, Florida, Osceola County, Florida, Walt Disney World, and the Reedy Creek Improvement District.
GAI Consultants, Inc. conducted the bidding process and reviewed each bid for compliance with the Instructions to Bidders, contacted references and verified mathmatical accuracy. Bid results were tabulated and sent by email to each bidder. Preferred Materials, Inc. complied with all requirements of the Instructions to Bidders.
Motion to award the Contract for construction of Bid No. 05-14, the 2014 Street Resurfacing Project to Preferred Materials, Inc. for the amount of $448,533.75 with a contingency reserve of $9,000.00 (2% of bid) for a total budget of $457,533.75.
