Discussion Items

Review and Discuss Strategic Planning Goals

The City Council reviewed the results of the Community Visioning sessions and developed a list of priority objectives. Staff has developed a plan of action to accomplish the objectives selected by  the Council. Staff desires to discuss this issue with the Council and obtain direction.

Review and Discuss Adequate Reserve Level

The Council has expressed a desire to consider at what level the City's Reserves should be maintained. Currently the City's reserves represents 74.66% (or 272 days) of expenditure coverage. The Governmental Finance Officers Association's Best Practice recommends a minimum cash reserve equal to 60 days of operating revenues or expenditures.
The Finance Director has researched the current (2013) unrestricted fund balance of area communities, which are attached. Staff desires to initiate a discussion on this issue and obtain direction from the Council on the desired level of fund balance.

Review and Discuss Possible FDOT installed pedestrian crossing.

FDOT has proposed a pedestrian crossing at U.S. 17/92 just south of DeBary Drive. The crossing would be in the vicinity of Community Park. FDOT will engineer, construct and maintain the crossing. FDOT is seeking concurrence from the Council prior to proceeding.

Discussion of TOD Director Role and Responsibilities

Staff has initiated the hiring process to fill the position approved by the Council. Staff desires to discuss the anticipated role and responsibility of the position to ensure compatibility with Council expectations.

Discussion of Temporary Sign Program

The Temporary Sign Program was initiated by motion of the Council. The program was intended to be temporary and last until such time the Council completed its review and modification of the sign ordinance. The Council completed its review and no further reviews are scheduled. There are currently 24 temporary sign permits currently issued.
