Transmittal hearing for Comprehensive Plan Amendments to the Transportation Element of the City of DeBary Comprehensive Plan pursuant to Ordinance #09-14.
The Florida Department of Transportation (FDOT) has requested that the City of DeBary take action to amend its Comprehensive Plan to
include the I-4 Beyond Ultimate Project (I-4 Managed Use Lanes in Volusia County) in its Transportation Element. In order for FDOT to
receive Federal approval for the PD&E (Project Development and Environment) study, impacted jurisdictions must amend their
comprehensive plans to describe the proposed I-4 Beyond Ultimate Project as six (6) general use lanes plus four (4) express lanes (two
express lanes each direction.The proposed improvements include widening the existing six lane divided Interstate to a ten (10) lane
divided urban interstate with two (2) express lanes in each direction.
The City Council hearing for the proposed Ordinance adopting the comprehensive plan amendments has been advertised pursuant to Florida Statutes in a display ad posted in the Daytona Beach News-Journal on Saturday, September 13, 2014.
Findings of Fact:
The Local Planning Agency reviewed the Ordinance on September 24th, 2014 and voted unanimously to recommend transmittal of the Ordinance. Staff finds that the proposed Comprehensive Plan amendments are in compliance with Chapter 163 Part II, Florida Statutes and the City of DeBary Comprehensive Plan.
Transmittal of the proposed amendments pursuant to Ordinance # 09-14 to the Florida Department of Economic Opportunity (DEO) and the Volusia Growth Management Commission (VGMC).
