This is an administrative request by the Department of Planning and Development Services to amend Chapter 2, Administration, Article III Code Enforcement, Division 2 Special Master Enforcement Process, Sections 2-91 Special Master and Section 2-94 Administrative Fines and Liens to permit the City's Code Enforcement Special Master to negotiate and reduce code enforcement fines and liens with appeals being heard by City Council and give the City Manager authority to execute satisfaction or the release of liens.

Background Discussion
The proposed Ordinance will help to streamline and expedite the lien reduction request process. The proposed code amendments will give the City's Special Master the authority to negotiate and reduce liens but will also include a provision to give the City Manager standing to appeal the decision of the Special Master to City Council. Staff believes that it is appropriate to allow the Special Master to work directly with citizens regarding outstanding liens to negotiate and possibly reduce liens since he/she is an attorney and familiar with the history of the code cases and in most cases this will stream line the process for the citizen.
