Summary/Highlights

The City of DeBary must provide to the Volusia County Property Appraiser’s Office the dollar amount unit of measure (per parcel) and the parcels subject to the assessment for the Residential Solid Waste Collection and Disposal, Street Lighting Districts, Stormwater, and Orlandia Heights Neighborhood Improvement District.

The assessment rolls for the Residential Solid Waste Collection and Disposal, Street Lighting Districts, Stormwater, and Orlandia Heights Neighborhood Improvement District are available for review at City Hall and are not included due to the bulk of the rolls.

Background Discussion

Residential Solid Waste Collection and Disposal will be $179 per improved residential parcel, as compared to $177 last fiscal year, based on the proposed Annual Operating Budget for FY 2014/2015.

Street Lighting Districts are created as Special Service Districts since the improvement solely benefits the owners within the District.  Staff reviews the previous fiscal year’s revenues/expenditures of the established districts and recommends assessment levels.

Stormwater assessment was created as a Special Revenue fund to fund Stormwater Improvements within the City limits of the City of DeBary.

The Board of Directors of the Orlandia Heights Neighborhood Improvement District has recommended a $250 per parcel assessment.  The assessment roll has been made available to the Chair Person of the Board of Directors.  The referendum that was held September 11, 2007 extends the current district for another ten years beginning October 1, 2009 through September 30, 2019.

The assessment rolls will be available for viewing after September 15th.

Recommended Motion

Approve Resolutions 14-07, 14-08, 14-09, and 14-10 and adopt the Assessment Rolls for Non-Ad Valorem Assessments for FY 2014/2015.
