Summary/Highlights

The River to Sea Transportation Planning Organization (TPO) is requesting that the City of DeBary enter into and execute the attached Interlocal Agreement for the creation of the Metropolitan Planning Organization (Form 525-010-01) in order to complete the reapportionment process and finalize the creation of the River to Sea Transportation Planning Organization.


Background Discussion

The  River to Sea Transportation Planning Organization (R2CTPO) is an independent organization responsible for the planning and programming of all Federal and State transportation funds for all of incorporated and unincorporated Volusia County and the cities of Flagler Beach and Beverly Beach in Flagler County

The City of DeBary desires to be a member of the River to Sea TPO and participate in coordinated, comprehensive transportation planning processes to assure that highway facilities, mass transit systems, bicycle and pedestrian facilities, rail systems, air transportation and other facilities will be properly located and developed in relation to the overall plan for the metropolitan area. Thus, the City, as a participating member is required to enter into the interlocal agreement that is between the local governments represented by the Transportation Planning Organization (TPO) Board and the Florida Department of Transportation (FDOT).

The new agreement is needed to finalize the reapportionment process that added the cities of Flagler Beach and Beverly Beach to the TPO. The agreement is required to be executed by all local governments participating as members of the River to Sea TPO and will become effective once filed with the Clerk of the Circuit Court for Volusia and Flagler Counties.

The TPO is asking for City Council to enter into the interlocal agreement and return the signature page with the printed name and title of the City of DeBary TPO Board representative for inclusion in the executed agreement.


Recommended Motion  
Adopt Resolution No. 14-11 and authorize Council Member Lita Handy-Peters as the City of DeBary TPO Board Member to sign and execute the Interlocal Agreement for the creation of the River to Sea TPO (Metropolitan Planning Organization).
