The Volusia County Cooperation Agreement regarding the Community Development Block Grant, Emergency Shelter Grant and the HOME Investment Partnership Program comes up every three years for renewal. The Volusia County Community Assistance Division administrates the funding for these programs for the communities that wish to participate. Funding for each community participating is ascertained using a formula allocation. Acceptance of this agreement prohibits the city from applying for grants under the Small Cities and/or the State CDBG Programs. This agreement does not prohibit the city from applying for State HOME or ESG funds if the state allows it.
The City has always participated with Volusia County as part of the urban county population count. These federal CDBG funds are structured and have to be utilized in very specific ways to qualify for reimbursement. The main function of Community Development Block Grant funding is to improve blighted areas in communities. The only documented blighted area in DeBary is in itself ineligible for CDBG funds as public access is limited as this area can only be reached by a private road. The City typically uses the CDBG funding for community upgrades with handicap accessibility, an approved reimbursement. The last few years CDBG has funded enriched handicap accessibility in our parks.
