Summary/Highlights

Construction Engineering and Inspection Services are recommended for the restoration of the defective stormwater pipe at Park Lane and Seminole Drive. GAI Consultants, Inc. was requested to submit a cost proposal to provide CEI Services for the restoration work proposed by Miller Pipeline Company.


Background Discussion

In 2007, stormwater piping was installed by C3 Construction, LLC, for the Park Lane and Seminole Drive Capital Improvement Drainage Projects. In 2008, ground settlement was observed along the right-of-way of Park Lane. Video inspection revealed large cracks and other defects in the stormwater piping of each project. C3 Construction subsequently defaulted in its responsibility to warrant its product and the City took legal action. GAI Consultants, Inc. provided litigation support services for the City in its action against C3 Construction and its bonding company American Contractor's Indemnity Company. The City's negotiated settlement agreement with C3 Construction requires restoration of the defective pipe by Miller Pipeline Company. Miller Pipeline Company proposes to cast a permanent liner within the defective pipe which will restore the structural integrity of the pipe and seal the defects that cause the erosion of soil into the defective pipe.

CEI Services are recommended to administer the Construction Contract and to inspect and document the proposed restoration work for compliance of the Contractor with the Construction Contract. Funding for the construction costs and CEI Services is included with the City's settlement agreement with C3 Construction, LLC. GAI proposed a budget of $17,980.90 to provide CEI Services for the restoration of the defective stormwater piping of the Park Lane and Seminole Drive projects.

Recommended Motion  

Motion to approve Budget Adjustment No. 4 in the amount of $17,980.90 for CEI Services by GAI Consultants, Inc. for the restoration of defective stormwater pipe on Park Lane and Seminole Drive.
